Abstract
Teniendo en cuenta la problemática que muchas veces genera el acceso al sistema público de salud por parte de inmigrantes que carecen de políticas de desarrollo asistencial adecuadas, es necesario, teniendo en cuenta las implicancias del derecho a la salud y de la calidad de vida, generar un sistema regional de derivación de pacientes, el cual, financiado por un fondo dentro del marco de la cooperación sur-sur, permita financiar la atención médica y generar un recupero del gasto.
