Política de Ciência Aberta

Cadernos Ibero-Americanos de Direito Sanitário (CIADS) adopts Open Science practices aimed at immediate open access, reproducibility of results, transparency in the editorial process, including openness modalities in peer review, and broad dissemination of scientific knowledge, in accordance with best practices in scholarly communication, ethical standards, and national and international recommendations.

1. Open access

CIADS adopts the immediate open access model, ensuring free, permanent, and embargo-free access to all published articles. Content is distributed under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which permits use, distribution, and reproduction in any medium, provided the original authorship and source of publication are properly cited. Full conditions are described in the journal’s Open Access Policy.

2. Open peer review

  • Manuscripts are evaluated, as a rule, under the double-blind peer review model, preserving the anonymity of authors and reviewers.
  • Since January 2026, the journal adopts openness modalities, according to technical, editorial, and regulatory conditions, understood as: (i) the possibility of identified interaction between authors and reviewers; (ii) the possibility of publishing peer review reports.
  • Openness modalities occur only after completion of the double-blind peer review stage, with editorial mediation.
  • The corresponding author must complete the Open Science Form, according to the model provided by SciELO, indicating, when applicable: (i) the existence of a previous manuscript version deposited as a preprint; (ii) the availability of research data associated with the study; (iii) agreement or not with openness modalities in the peer review process.
  • The reviewer must complete the evaluation form in the editorial system, registering agreement regarding identified interaction with authors and authorization for publication of the review report, with or without identification.

2.1 Interaction between authors and reviewers

  • Interaction between author and reviewer will occur exclusively with the agreement of both parties.
  • Agreement for interaction implies identification of both author and reviewer, recorded in the system.
  • Interaction between author and reviewer will occur exclusively through the CIADS editorial system, under mediation of the responsible editor.
  • Interaction is strictly editorial and clarificatory in nature and cannot serve to alter the editorial decision.

2.2 Publication of review reports

  • Publication of review reports will occur upon agreement of both parties, recorded by the author in the Open Science Form and by the reviewer in the Evaluation Form.
  • Reviewer identification is optional and depends on explicit authorization in the Evaluation Form.
  • Review reports are published only after manuscript acceptance, as editorial content linked to the article, in separate files, without their own DOI.

3. Preprints

CIADS allows submission of manuscripts previously deposited in preprint servers recognized by the scientific community.

3.1 Conditions for submission

  • Manuscripts deposited as preprints may be submitted, provided they meet the scope and editorial standards of the journal.
  • Submission of content already published or accepted in another scientific journal is not permitted.
  • Preprints in repositories of recognized reputation are accepted, such as SciELO Preprints, arXiv, bioRxiv, medRxiv, OSF.
  • Authors must declare the preprint deposit at submission (Open Science Form), informing the repository, access link, and, when available, the corresponding DOI.

3.2 Publication

  • A preprint is not considered prior publication and does not compromise manuscript originality.
  • The version published in CIADS must include a note indicating the existence of the preprint, with the respective link and persistent identifier.
  • After publication, authors must update the preprint record on the respective server, including the full reference of the final published version, with DOI.

4. Open data

CIADS encourages transparency and reproducibility of scientific research. Whenever applicable and ethically possible, authors must inform in the Open Science Form the availability of research data associated with the manuscript, including data, code, data collection instruments, and other materials contributing to understanding and reproducibility of the study, indicating:

  • Full availability of data and materials, either in the manuscript itself, in trusted and recognized repositories (such as SciELO Data, Zenodo, Figshare, institutional or thematic repositories), or at the time of publication, with respective links, persistent identifiers, or DOIs;
  • The possibility of data access upon justified request, including for peer review purposes;
  • Justification for non-public availability of data when ethical, legal, or contractual restrictions exist.

5. Editorial transparency

CIADS discloses editorial information transparently while respecting confidentiality. At the end of each article, an Editorial Information section is presented, which may include:

  • Editorial history (received, revised, and approved);
  • Peer review type;
  • Openness in peer review;
  • Preprint information;
  • Text similarity check;
  • Conflicts of interest;
  • Author contributions;
  • Funding sources and funder role;
  • Research origin;
  • Ethics approval;
  • Research data availability;
  • Use of Artificial Intelligence tools;
  • Responsible editorial team;
  • Publisher;
  • Copyright, open access conditions, and license.

6. Scholarly communication and social media

  • Since April 2024, CIADS maintains institutional profiles on non-academic social media, disseminating published articles as part of its scholarly communication strategy, knowledge dissemination, expansion of the social reach of scientific production, and democratization of access to scientific information.
  • Authors are invited to participate in the journal’s social media and to collaborate in disseminating their articles, always with proper reference to the original CIADS publication and in accordance with the journal’s licensing.
  • Use of social media is exclusively intended for scholarly dissemination and does not interfere with the peer review process nor replace formal editorial communication channels.
