Abstract
This article, with a qualitative approach, is a case study on the creation of the Brazilian Company for Hospital Services (Empresa Brasileira de Serviços Hospitalares - EBSERH). With this aim, the study describes the process and the legal instruments that aided and backed the debate to structure the Company, highlighting the political and social dynamics.
